Project evaluation

Depending on the type of Direct European Funds, the procedures for evaluating the project and the minimum score to be achieved in order to obtain the approval of the requested funding change.


Research and Innovation projects.

The project is evaluated on 3 parameters, Excellence, Impact, Quality and efficiency of implementation, with the assignment of a score and a judgment.


Each parameter is evaluated with a score from 0 to 5 which corresponds to the judgment attributed, which can range from poor to excellent.

The single parameter must reach at least the score of 3 and the overall evaluation must reach 10, for some direct European funding higher minimum thresholds are set.


The evaluation can also be expressed with decimals, each score range corresponds to the description indicated:

from 0 to 1 The proposal does not meet the criterion or cannot be assessed due to missing or incomplete information
1 to 2 The criterion is inadequately addressed or there are serious inherent weaknesses.
2 to 3 The proposal addresses the criterion extensively, but there are significant weaknesses.
3 to 4 The proposal addresses the criterion well, but there are a number of shortcomings.
4 to 5 The proposal addresses the criterion very well, but there are some shortcomings.
5 The proposal successfully addresses all relevant aspects of the criterion. Any shortcomings are minor.


In the evaluation report, in addition to the overall and specific score for each parameter, a brief comment is also communicated on the reasons that determined the value attributed and on any additions to be made, in the event that it is not sufficient to allow approval of the project and of the direct European funding requested.


The evaluation is certain and takes place within the period established by the European Commission, with the possibility of requesting a new evaluation, in the event that the opinion expressed is deemed not adequate, by sending an electronic request for revision.


However, the European Commission specifies not to abuse this tool, since it is further time that it shuns other evaluations and to use it with great caution. Also in this case there is the guarantee of a certain answer.


The evaluations are carried out by independent experts, who have the obligation of confidentiality and the prohibition of talking about the projects under evaluation, so much so that, in the contract they have signed, even expulsion in the event that improper behavior occurs.


Considering that some direct European loans provide for further opening dates, annual or multi-annual, it is possible to resubmit the request, making the indicated additions.

Our direct experience

The first FEDx partners left without any evaluation at the end of 2018, having never presented direct European projects, but above all without having any tools, competing with numerous critical issues of a general nature, creating the need to develop solutions to overcome them and gradually leading to the birth of the European Direct Fund Exchange.


Meanwhile, several projects were presented and the FEDx representatives acquired a significant background and continue to increase it, also thanks to the creation of methodologies and tools forcertified accreditation of facilities with approved and implemented European projects.

The results of the assessments obtained indicate the integrations that increased the score.

There are many variables that affect the evaluation of a project, so we must not limit ourselves to the first instance, in order not to waste the work and take advantage of the information provided.
